A Strategic Milestone in Pars (III): Charting the Future of Iran\u2019s Next-Generation Gas Refineries<\/p>\n

On 30 September 2025, a pivotal milestone workshop was held regarding the Pars Special Economic Energy Zone (PSEEZ) \u2014marking the successful completion of the second milestone of<\/p>\n

Phase 1 in the mega-project to site-select five major offshore and onshore gas refinery complexes in the Pars (III) region.<\/p>\n

Darya Bandar Consulting Engineers (DBC) had the privilege of leading this critical mission as the consultant responsible for site selection of the three prioritized refineries and all their supporting facilities\u2014including water-intake systems, power plants, port, roads, pipeline corridors and so-forth.<\/p>\n

Under the auspices of Dr. Keyvan Tarighati (Executive Director, Pars Oil & Gas Company (POGC) Farzad Gas Field Development), Dr. Mahdi Saeidi<\/a> (Project Director, Petropars (PPL)), and Dr. Babak Bani-Jamali<\/a> (Vice-Chairman, DBC), representatives of NIOC, POGC, PPL, PSEEZ, and DBC came together for a full-day technical and strategic session\u2014reflecting the depth of stakeholders collaboration.<\/p>\n

At the heart of the workshop was a shared goal: to apply 25 years of South Pars experience\u2014the world\u2019s largest offshore gas field shared by Iran and Qatar\u2014to design a synergistic, cost-efficient, and risk-mitigated layout for Pars (III). The methodology combined GIS-based multi-criteria analysis (MCA) and VIKOR ranking across 20+ technical, environmental, and logistical layers, integrating key principles of Integrated Coastal Zone Management (ICZM).<\/p>\n

\nSpecial attention was given to preserving environmentally protected zones and cultural heritage sites, including remnants of the ancient Najman Port from the Sassanid Dynasty era, and minimizing social impacts on communities along the Mond River Delta\u2014ensuring that progress aligns with preservation.<\/p>\n
